Project Highlights:
- Safely located, identified, recovered, evaluated, managed and made final disposition of munitions and explosives of concern (MEC) on: over 108 acres of the Former Popoki Training Area in Pahoa on the Island of Hawaii; and over 7,000 acres of the Former Waikoloa Maneuver Area in Waimea on the Island of Hawaii
- Developed Explosives Safety Submissions and prepared project plans for both sites
- Updated and maintained the USACE GIS database of cleared acreage on the Islands of Oahu and Hawaii
Project Description:
Under the Defense Environmental Restoration Program for Formerly Used Defense Sites (DERP-FUDS), Environet performed clearance actions for MEC over approximately 108 acres of the Former Popoki Training Range Area (PTRA), and over approximately 7,000 acres within the 123,000 total acres (200 square miles) of the Former Waikoloa Maneuver Area. The PTRA, and the Waikoloa Maneuver Area were military training areas during World War II.
- Approximately 1,000 people live, work, or go to school at and adjacent to the PTRA, where live ordnance, ranging from grenades and mortars to practice bombs, have been found.
- Approximately 20,000 people live, work, or go to school within the Former Maneuver Area where live ordnance, ranging from grenades and bazooka rounds to hedgehog missiles, have been found.
Environet prepared the required project plans, including the Explosives Safety Submissions, Project Work Plans, Accident Prevention Plans/Site Safety and Health Plans, Geophysical Prove-Out Plans, Exclusion Zone Security Notification and Implementation Plans, Archaeological Monitoring Plans, and Final Removal Action Reports for both sites. We mobilized for field operations, supervised multiple removal action MEC crews, and supplied the personnel, tools, equipment, communications, transportation, materials, and supervision necessary to integrate, manage, and safely execute the removal and disposal of:
- 96 live MEC items and over 17,000 pounds of MEC scrap and other debris in Popoki; and
- more than 1,500 live MEC items and over 100,000 pounds of MEC scrap and other debris in Waikoloa.
Over the course of this investigation, Environet successfully eliminated approximately 34,000 anomalies in Popoki, and over 300,000 anomalies in Waikoloa.
Working closely with the Project Delivery Team, Environet established Geophysical Prove Out/Geophysical Verification System plots to test state-of-the-art geophysical instrument technology. We also staffed a remote field office; supervised all removal action subcontractors including the demolition team, archaeological monitors, and land surveyors; performed daily and monthly site briefings for USACE personnel; and gave quarterly briefings to local schools and public groups.
