Vicki Gaynor
Vice President of Administration
Ms. Gaynor serves as the Vice President of Environet�s Administrative Division, which encompasses the Accounting, Business Development, Procurement and Contracts, Human Resources, and Information Technology departments. Her career experience includes appearing before the State Land Use Commission, Land Board, and Water Commission, the Honolulu City Council and Planning Commission, and Neighborhood Boards. She has managed contested case land-use proceedings and appeals and has worked extensively with community groups, trade unions, business associations, state legislators, city council members, and government officials and decision makers. Ms. Gaynor has been involved in complicated land use issues such as Native Hawaiian gathering rights, zoning by initiative and construction moratoriums. She has filled leadership roles on coalitions where business and labor have worked collaboratively, and currently serves as a member of the City and County of Honolulu Planning Commission.
Ms. Gaynor previously worked for one of the state�s larger real estate developers where she was involved in the land use planning and entitlement process for an 1100-acre mixed-use master planned community in West Oahu. She has supervised planners and attorneys responsible for the preparation of land-use permit applications and studies, including Environmental Assessments and NEPA and Chapter 343 Environmental Impact Statements.
